LLC Business Licenses & Permits: Federal, State & Local Guide
Forming an LLC and obtaining business licenses are separate compliance steps. Your entity filing creates or registers the LLC; licenses and permits depend on what the business does, where it operates, and which government or professional agencies regulate that activity.

Forming an LLC does not automatically give the business permission to operate. Whether you need a business license, permit, tax registration, professional approval, zoning clearance, or other authorization depends on what the business does and where it operates. Check federal requirements only for federally regulated activities, then review your state, county, city, and any professional or industry regulator that applies.
What Is an LLC Business License?
There is no single national “LLC business license.” Instead, a business may need a combination of licenses, permits, registrations, certificates, or professional approvals based on its activity and location. The SBA says requirements and fees vary by business activity, location, and government rules.
Those questions are related, but legally separate. A properly formed LLC can still be prohibited from operating a regulated activity until the required license or permit is obtained.
The Three Government Layers — Plus Professional Licensing
Professional and industry licensing can sit inside any of these layers. For example, an occupation may be licensed by a state board, while a facility may need a city permit and the business activity may also be federally regulated.

Federal Licenses: Only for Federally Regulated Activities
The SBA's current federal licensing guide identifies the following categories. If one applies, use the issuing federal agency—not a generic third-party “license package”—as the controlling source.
| Business activity | Federal agency / regulator |
|---|---|
| Agriculture | U.S. Department of Agriculture |
| Alcoholic beverages | Alcohol and Tobacco Tax and Trade Bureau; state/local alcohol authorities can also apply |
| Aviation | Federal Aviation Administration |
| Firearms, ammunition & explosives | Bureau of Alcohol, Tobacco, Firearms and Explosives |
| Fish & wildlife | U.S. Fish and Wildlife Service |
| Commercial fisheries | NOAA Fisheries |
| Maritime transportation | Federal Maritime Commission |
| Mining & drilling on federal lands | Bureau of Safety and Environmental Enforcement |
| Nuclear energy | U.S. Nuclear Regulatory Commission |
| Radio & television broadcasting | Federal Communications Commission |
| Transportation & logistics | U.S. Department of Transportation can direct certain permitting; state permits may also apply |
State Business License Requirements
State systems differ sharply. Some states have a general or activity-based state business license; others rely more heavily on tax registrations, professional boards, industry agencies, and local government. Choose your state to open the Enjoys-life Step 7 guide, then verify the result with official agencies.
County & City Licenses, Zoning and Permits
The SBA specifically warns that county and city requirements can apply in addition to state rules. Local licensing often depends on the physical location and business activity.
Professional & Industry Licensing
States and local governments often regulate activities such as construction, plumbing, food service, auctions, retail operations, farming, dry cleaning and vending. Professional licensing can also apply to individuals, firms, facilities, or all three. Do not assume your LLC formation substitutes for a professional credential.
For some regulated work, the individual professional must be licensed. In other situations the business entity, facility, qualifying manager, or responsible professional also needs approval. Read the issuing board's rules carefully.
Do Not Forget Renewals
The SBA advises businesses to track expiration and renewal requirements. Some licenses, permits, certificates, health approvals, sales permits and professional credentials expire after a set period.

This national guide is designed to prevent the common mistake of treating LLC formation as a universal operating license. State-specific facts belong in the state Step 7 guides; federal, local and professional requirements remain controlled by their issuing agencies.
